Chief Financial Officer

Bill Johnston has over 25 years of education finance experience in three (3) school districts.  He and his wife returned to Texas in January 2019 when he joined Red Oak ISD.  Before coming to Red Oak, he served as CFO for Round Lake Area Schools in Illinois and prior to that as the CFO for Kenosha Unified School District in Wisconsin.  Bill has been an adjunct professor at Carthage College and Concordia University Chicago covering school finance, school law, and resource management.  He was also a School Board member for Kenosha Unified School District for three (3) years and was Board President for a year.  He earned his Doctor of Education from Concordia University Chicago, MBA from Baylor University, and BBA from the University of Houston.  Bill has been instrumental in all three (3) of the districts he has been in to receive the Meritorious Budget Award and the Certificate of Excellence in Financial Reporting through ASBO and GFOA.
