MS#2 Permit Received, Construction Update

On April 9, 2024, Red Oak ISD secured the final construction permit for middle school #2 from the City of Ovilla. The step was possible after Ovilla Planning & Zoning Committee and Ovilla City Council approved the Final Plat, on April 1 and April 8, respectively.

Joeris Construction began the first of around 500 piers on Monday, April 15. That evening the ROISD Board approved New Middle School Bid Package #3 at $53,852,014 for the remainder of building packages and trades. When combined with Bid Packages 1 & 2, the Construction Guaranteed Maximum Price is $76,014,674. Additional voter-approved bond funds, or interest from the bonds, will be used for FFE (furniture, fixtures, and equipment), technology, indirect costs, and any additional unexpected costs.

Current projections for the total cost are below the $97.5M approved by District voters in May 2023.

“We are excited for the acquisition of the permit and for true construction to begin,” stated Superintendent Brenda Sanford. “I want to thank our team and our partners for working collaboratively for the best outcome for our students and communities.”

The permitting process took longer than originally expected, so occupancy is projected to be in November or December 2025. Since the state only allows new schools to begin in August, the District is exploring and researching the process of housing two campuses under one roof at the existing middle school campus for the 1st semester of the 2025-2026 school year.

Students would already be assigned to one of the two schools by new zoning, but would all attend the current school location with additional staff. MS#2 students and staff would move at semester break into the new facility if all goes according to plan.

“It has been done and is doable to house both schools in the fall under one roof,” stated Superintendent Sanford. “We are working through all aspects that will be impacted to move into the new facility at semester break as seamlessly as possible.”

The District will also share a timeline shortly for both the naming process and the rezoning process for the fall of 2025.

 “We appreciate all the support and collaboration from our constituents and partner entities,” said Superintendent Sanford. “Pulling together agreements from so many parties is hard, but together we can best serve all of our Hawk students from all neighborhoods.  I believe it to be true that communities with high-quality public education have a higher quality of life for the community. It is my desire as well as ROISD’s to serve our students and families, and thus the community.”
