Phone-Free in Red Oak ISD

To provide a focused, respectful, and distraction-free learning environment and under a new Texas law, Red Oak ISD prohibits the use of personal wireless communication devices (PWCDs)—including cell phones, smartwatches, earbuds, headphones, tablets, pagers, or laptops not issued by the school, or any device capable of sending or receiving wireless communication — at any time during the instructional day, in alignment with Texas House Bill 1481.

Yondr Pouch Secondary Guidelines

General Policy (All Grade Levels)

Devices must be powered off, out of sight, and secured in backpacks or district-designated storage areas during the entire school day, including all instructional time.

  • Students MUST put devices away upon entering the school building and passing through metal detectors.                                         
    • Secondary (MS and HS) will use Yondr pouches.                     
    • Elementary will use their backpacks.
  • Devices are prohibited for the duration of the school day.
  • Use of devices is prohibited in restrooms, locker rooms, and any other space where privacy is expected.
  • Students may use devices after the last bell or tutorials.
  • Wireless earbuds and headphones may not be used unless specified in an approved instructional or special education plan.
  • The district is not liable for loss, theft, or damage to personal devices, even if confiscated.
  • EXCEPTIONS: Students with a physician’s order, or 504
  • or IEP accommodations as documented.

Parent Communication Protocol

To avoid disruptions:

  • Parents/guardians should not contact students directly during instructional time.
  • All communication, including emergencies, must go through the campus front office.
  • Emergency messages will be promptly delivered.
  • Students will be permitted to use the school landline to contact their parent if urgent.

School Day Defined

The school day includes:

  • Instructional time, all classes (PE, athletics, electives)
  • Breakfast and Lunch (cafeteria)
  • Recess
  • Tutorials
  • Transitions (hallways, between buildings)
  • Any time period on campus prior to dismissal

Devices must be powered off and stored out of sight during the entire school day.

Prohibited Devices

  • Mobile or Cell Phones
  • Smart Wrist Device or Smart Watches
  • Tablets
  • Paging Devices
  • Headphones or earbuds
  • Digital or smart glasses
  • Non-ROISD laptops
  • Any digital device capable of sending or receiving wireless communication.

Violations

The ROISD Student Code of Conduct (link to COC) consequences include the potential of confiscation and/or other disciplinary action for subsequent offenses.

  • Student phone or device will be confiscated.
  • Only a parent/legal guardian may retrieve confiscated devices during school hours. Students, siblings, etc. will not be allowed to retrieve devices.
  • Refusal to comply to turn over a device will result in higher consequences including suspensions.
