Visitor Management / Raptor System
At Red Oak ISD, the safety of our students and staff is our highest priority. To maintain secure and welcoming learning environments, all campuses follow uniform access and security procedures.
Vestibule Procedures
Since 2018, every ROISD campus has a secured vestibule entrance for safety purposes. Visitors must ring the bell and be buzzed into the office area. Many visitors do not have the need to proceed beyond the front office to simply drop off an item or check out their student. Visitors who do have business on the campus will have their ID scanned and a guest badge issued for access.
General Visitor Requirements
- Check-In: All visitors must report directly to the front office upon arrival.
- Photo Identification: Every adult visitor must present a valid, government-issued photo ID (driver’s license, state ID, passport, military ID, etc.) for each visit, regardless of prior entries.
- Screening Process: Visitor identification may be scanned through the Raptor Visitor Management System, which verifies access authorization by checking student contact permissions and relevant law enforcement databases.
- Visitor Passes: Approved visitors will receive a badge, which must be:
- Always worn visibly on outer clothing.
- Returned to the front office upon departure.
- Re-Entry: Visitors who leave and return the same day must re-check in and obtain a new badge.
- Conduct: Visitors are expected to follow all campus rules. Failure to do so may result in removal from the premises.

Raptor Protocols:
- A valid government-issued ID* must be scanned upon entry.
- If the system flags an alert, campus administration or the Red Oak ISD Police Department will be notified immediately.
- Badges are single-use, issued only on the day of the visit, and cannot be distributed in advance.
- Visitors may pre-scan their ID prior to the event, but badges will only be issued upon verified entry.
- Minors must remain with their accompanying adult visitor at all times.
- Staff will collect visitor badges when guests exit the campus.
- *Acceptable IDs include: state-issued driver’s licenses/IDs, concealed handgun licenses, consular ID cards, green cards, active military IDs, and passport cards.
Chaperones for On- and Off-Campus Events

Requirements:
- Annual background checks are required (valid July 1 – June 30).
- Requests must be submitted at least three weeks in advance.
- Approved chaperones must check in through the Raptor system with a valid ID and wear their badge at all times.
- Badges must be returned at the conclusion of the event.

Visitor Tips
To ensure a safe and efficient visit:
- Always bring a valid government-issued ID.
- Check in at the front office for every visit.
- Wear your badge at all times while on campus.
- Report suspicious activity or individuals without proper ID badges.
- Follow all emergency procedures and staff instructions.
- Remind children about personal safety and security expectations.
Safety Reminders:
- Access will not be granted without a valid ID.
- Do not request entry from students or staff into restricted areas.
- Do not prop exterior doors open.
- Immediately report any security concerns—never assume someone else will.
Raptor System

What is the Raptor Visitor Check-in system?
Raptor is a visitor-tracking system that will enhance our school security. The system reads visitor driver's licenses (or other government-issued photo IDs), compares information to a sex offender database, alerts campus administrators if a match is found, then (assuming no match was made) prints a visitor badge that includes a photo of the visitor.
How does it work?
Driver’s license information is compared to a database that consists of registered sex offenders from 49 states. If a match is found, the operator of the program (school employee) will get an alert of a possible match so that campus administrators and law enforcement personnel can take steps to keep the campus safe.
Why is Red Oak ISD using this system?
The safety of our students, staff, and visitors is the district's highest priority. Raptor will provide a consistent system to track visitors and volunteers while keeping away people who present a danger to students, staff, and visitors.
​What information is taken from driver's licenses?
Raptor is only scanning the visitor's name, date of birth, and photo for comparison with a national database of registered sex offenders. Additional visitor data will not be gathered, and no data will be shared with any outside company or organization.
Should Red Oak ISD scan every visitor into the system?
Yes. The Raptor system is designed to track visitors. In case of an emergency, visitors can be viewed in a queue if they are still on campus. If necessary in an emergency, this will help identify who is inside the building.
Does Red Oak ISD have the right to require visitors, even parents, to produce identification before entering the campus?
Yes. Schools need to know who is on the campuses and why they are there. We also need to be able to confirm that an individual has the authority to have access to the student (early pick up, for example). ​

What if the person refuses to show identification?
A campus administrator can meet with the individual and explain the process to them. If an individual continues to refuse to show identification, Red Oak ISD has the right to refuse access to any person attempting to enter any of our buildings, schools, or facilities.
Do registered sexual offenders have a right to enter schools?
If a sexual offender has a legitimate reason to be on campus (e.g., visiting a legal dependent), and a court order does not prevent them from visiting the child and/or the school, then yes, the law permits them to enter a school. However, such individuals will only be given limited access. Red Oak ISD cannot deny access to an individual’s own child. Schools can, however, deny access to other students.
